Drums on the rear, if you remove the wheel, then hub nut, should it just pry off giving access to the mechanism?
The handbrake doesn't have the little adjuster nut under the rear fag tray like others I've seen.

ermm, I assumed you've lifted that bit of carpet up yeah? Have you fitted the new cables?
but yes, you want to adjust the drums up first, then the cable at the handbrake end if needed
