I think you have mis understood him there or something! the only way it could throw the timing out is if you had a narrower key than the keyway's are (would have to be a lot smaller to make a difference though IMO) and then it would allow the pulley to move, but you couldn't possibly not notice that!

...perhaps he put the key in upside down, creating the most sketchy pulley ever, which would have caused the utterly useless, stuttery pump

You can't put it in upside down, it's half moon shaped and the gap for the actual curved part to sit in is narrower than the flat edge...
