If you have the turbo apart it wouldnt be a bad thing...but I would leave the oil rings and bearings alone unless you suspect something is wrong, could make the situation worse to be honest.

20mm iron seems overkill to be honest, but if thats what you have around cheap, it will do. Glad you got a lathe...drilling 10mm steel was a pain when I did mine!
