Lucas pump will if you open up the gov in it, in fact it would more likely respond better for top end (6k+) rpm if you can mod the gov properly because of how the pump works internally (info there for anyone interested). Increasing fuel does increase exhaust pressure but non more than what a 9mm is capable of. It will help it spool a tiny tiny bit more but nothing that's worth upgrading pumps for.
