Long exposure time mean the lens is open for 30 seconds+, the camera records everything that happens during that time. Then they highlighted the bonnet with a lamp, opened the bonet and highlighted the engine too, brighter light sources show up more on long exposures.
If this is all done with the lens open you can shoot the bonnet open AND closed in the same picture as anything that moves quickly ie the person opening the bonnet doesn't show up.
