Sometimes you're allowed 10% but it depends on the local councils afaik. My Mum got caught at 33mph in a 30, first offence, fine and points - which is ridiculous.
You should know I'm always pedantic, but your point was wrong - stealing is worse than driving with a slightly dodgy tyre. I've driven with low tread tyres, I wouldn't steal bread.
