Dash is coming out, and steel box section being used to mount everything, don't worry about that!

		do you want them to come on with the main beams? If so, power them off the battery via a relay that is activated by a main beam circuit. Simples.

you want to tap a wire from one of the high beams to pin 85 
pin 30 needs to be attached directly to the battery (with a inline fuse) 
Pin 87 needs to be connected to the + of all your lights

These aren't bullbars and it's a very grey area.
 
Bullbars as per VOSA's regulations are Frontal Impact Protection Systems (EU definition) whereas an A-frame is deemed a mount for accessories.
 
Also the legislation makes the manufacture and sale of metal bull bars illegal after 2007 for road use, however cars with them fitted before that date are unaffected. One could argue that technically the car had them fitted years ago, and only just refitted them. 
 
How would they know that the previous owner hadn't mounted bull bars for use on his farm?
 
Impossible to prove, massive grey area, but least likely to cause issues would be an A-frame as it can be argued it's not impact protection. Lots of VW T5's etc run them, and new Transits, so i'd have to be damned unlucky to be told to take them off.
 
If I also buy second hand bars they don't have to be plastic or comply with EU directives, that can only be applied to post-2007 dated bars.
