Like you say, it would hardly be a spigot ring, it would just be an extremely thin bit of metal.
Considering it would be 0.9mm, the ring itself would be very weak/brittle/susceptible to rust.
For a gap like that, either run without a spigot ring, or stick a bit of paint/copper grease around the hub to pad it out a bit.
Edit: It wouldn't even be 0.9mm, the ring itself would be 0.45mm thick.. That's pretty thin.
