It's something to do with the oil evacuation of the little end bearing... At a guess - YES...
But why can't it be machined afterwards, doesn't HAVE to be in the forging, does it?
The biggest problem with that taper is the little end bush, it's pressed in then has to be machined down... But it's definitely there for a reason... Infact, you definitely do, I remember speaking to a chap who works for a company who makes Aero diesel engines, they were saying that they've found that alot of companies can't get that taper right, causing problems...
