Think about an ambulance coming towards you with its sirens on, then the sound changes as it passes you.
When its approaching you, the waves are squashed together, the wavelength is shorter, making the frequency higher.
As it passes you and moves away, the waves are more spread out, making the frequency lower

You'd need a least a stage 2 HDi , with cyclones and a 40mm drop to get to 40% the speed of light.....
