It'll be the bad quality of fuel you're using.
Use normal white diesel, with 250ml of 2 stroke added to a tankful. That, coupled with a new battery means mine starts right on the button
Since I'm running an S1 engine, should be ideal match for yours. Also, if you've a Lucas/CAV pump they hate non white pump diesel so that won't be helping at all. I'm sure I read something about the injection pressures, I think it's BS though, there's only 10BAR difference max between the Bosch and Lucas pump fitted to the TUD5.
Also, remember the glow plug warning light goes out when the glow plugs reach the minimum tempterature required to attempt starting. that doesn't mean a succesful start on these engines
