No it couldn't. Spigot rings don't hold the wheels on.
They don't hold the wheels on per se but the weight of the car is transferred through the center bore of the wheel and it takes alot of the stress.

Are you telling me that the 5 or 6mm of metal on each of the hubs holds all 1200+kg of car? And that a bit of plastic will effectively fill that gap without crushing under the weight?
It's the friction of the mating face of the wheel against the hub that bears the weight of the car. I ran no spigots for months and the car didn't randomly fall over. All they do is centre the wheel to keep it in balance.
Flat seated nuts and no spigots is asking for trouble though if the nuts can't clamp the wheel tight enough. Even then, you'd end up feeling the wheels way out of balance before anything fell off.
