Citroen 1.9D noticed temp had just got over 90 with no fans kicking in checked water and there is oil in there. There wasn't loads like sludge but could see oil floating in there. Possible oil cooler?

Oil cooler id say.
Ive seen this happen

Where the oil filter is, just join the two water pipes
