Do the glow plugs come into contact with the water at all? Or are they mounted into a metal heat transfer block?

The tips sit in the coolant.

Ahh okay fair enough. Was just wondering if I could take one out to measure up etc without loosing too much coolant and having to bleed it all out again

The thing is HDi Power, if it did nothing or at very least gave no tangible benefit then Peugeot wouldn't waste their money fitting it.

Surely they were fitted for emissions reasons? Cabin heat would just be an added benefit?

It doesn't do nothing but the effect I found was not amazing. I tested mine completely, I tapped into the control wires and had an led in the cabin to see when they were cycling on and off and checked all the plugs for condition as my car is not the fastest to warm up, All 4 plugs were like brand new when I tested (maybe replaced by previous owner??). I plan on checking it all out again when I get time as the 16v I have heats up about 25% faster
