A certain car is a phase 1 over the other because it has "use" on his modified car, whereas the other is aesthetic?    
IMO once a phase 1, always a phase 1, just as if a phase 2 COTM comes up, the vote is between phase 3 front end conversions, i'm sure they still get to attend the phase 2 category. I don't think marks car would enter the phase 3 cateogory either.

Nobody said mark couldn't enter, we were trying to find a reason why people weren't voting, the most obvious being that it doesn't look like a phase 1.
