Before taking the pump off completely. Try taking off and cleaning out the delivery valves. The spring could be stuck?
Edit: Did this 11mm pump work originally?

Hopefully its not something loose inside but that cant be rulled out I'm afraid!
The delivery valves are on the end of the pump, the metal fuel lines attach to them. Crack them off 1 at a time (14mm) and check that everything is as it should be, spring still in position, etc.

If there is no fuel coming out at all check your stop solenoid. Take it out, remove the spring and plunger then screw it back in. Remember you will have to stall it off if it starts
