I've put on the 136 cambelt kit but I can't work out what I'm doing wrong with the the tensioner. I get the tension right and tighten up the 13mm bolt but the tensioner just moves freely. The 13mm bolt is tight! Any reason why it would be still be loose ?

Okay so the dowel had come loose. So I took the dowel out and threadlocked it. Put it back in and when I tighten up the 13mm bolt the tensioner just swings free again!?!
