with a manual boost control....once all plumbed in...do you adjust the actuator arm to full boost...thus allowing the manual control full range?

Adjust it to minimum boost, but you may get wastegate creep then though, as the spring in the actuator may not be strong enough to keep up pressure. Test it and try.

not using it at mo...for when build happens....just couldnt work out how it would work

It just blocks the signal pressure to the actuator, until a higher pressure is reached.
