So you are synced at 17meg down and 4.7up. I dont think FTTC was 5meg up but hmm.

Can you get your line status? (line attentuation, noise DB margin etc)

The fluctuating speed that Toseland is talking about is DLM, (Dynamic Line management) that BT use. I cant remember if they still bother with it anymore.

Sky do use DLM to start off with..

my FTTC is 10meg up 40down and it is pretty damn close to that
