Dash illumination help?!!!

Ive got a 1998 Dturbo phase two.

The problem is no dash illumination!!

Fuse 19 pops when you turn the lights on.

So far I've tried disconnecting the clocks, radio, heater controls, and all switchs in the middle.

I've also tried disconnecting the orange plug behind the panel where a dimmer switch would be.


When all these are disconnected, the fuse still pops!

Any ideas would be much appreciated! Now I'm at a loss!!!
