Heaters/blowers

Right so my blowers arnt working atall. Checked the fuse, fine. Swapped the indicator relay with the heater relay and all fine. I have noticed that i get a ticking under the bonnet for a minute then stops, aswell as the blower unit doing the same thing. My question is, do phase 3's have the resistor under the scuttle panel?
