Cooling fan not working

I've got a 306 LD, 1999 with single fan, no air-con.  There's only one fan.  Fan isn't turning and causing temp gauge to rise nearly into red.  I understand the cooling system has a number of sensors and relays.  Could somebody please tell me the correct order in which to check what's wrong here.  I don't want to remove the fan unless I really have to.   It's frosty outside and I have to work at the roadside, not ideal.  So far I've checked the fan blades aren't obstructed (the fan blades turn easily if moved by hand).  Is the next step to remove the thermostat sensors to see if the fan turns?  And what about the fan relays mounted on the fan cowling? Then there's another sensor on the side of the radiator.  Is it only 2-fan versions (with air-con) that have the bitron relay?  Any help would be really appreciated as I don't want to strip the fan out only to discover it's just a £5 sender/sensor unit.  Thanks guys.
