My 306 HDi revs above 1000rpm sometimes but if you turn the car off and on again its grand, anyone any idea?

sticky throttle cable, does it on my HDI van sometimes . . .
Phase 1 D-Turdo, K14@24 psi, De-cat, meaty backbox, Bosch pump, grinded LDA pin, duel air fed K&N =133.7bhp & 188ft/lbs
