IPP *SHOULD* be linear with RPM for a given throttle position...
Unless your vane pump is worn and/or it's starving for fuel...
ALFB should raise pressure due to governor tension at lower RPMs also to raise advance. From experience pumps without ALFB are linear with RPM - pumps with ALFB are not linear - changes of throttle above about 1200RPM will cause it to change pressure.
