Cooling fan

So i found out the hard way that my cooling fans dont work, engine didnt boil over and all seems good at the moment.
The problem is the cooling fans dont work, i tried bridging the thermal switch plug by putting some cable between the two terminals and they still didnt work so i assume the switch is fine. 
This morning i took the cover off to test the relays and was surprised to find only 1-

   

I was assuming there would be 3 relays as ive got 2 fans? If so, where are they?
I tested the relay and it clicked, then tested the resistance and that was low so i think that relay is good.
Whats the best way to test that live and ground going through the circuit? Can i do that by putting a multimeter into the thermal switch plug live and battery negative? 
Sadly im thinking its the fans themselves which have gone so il start having a look for them online Smile
