A large amount of that is corrosion, initiated by kerbing. Common for Ford wheels with raised lips it seems.
Kerb it, lift the paint and the lacquer and the rest of it falls off. You'll note that it follows the raised castellations around the rim of the wheel, then stops on each spoke generally.
