I like them as an online paint supplier and remember that the halfords colours are 330ml cans not 400 like those! their colour matches are pretty damn good too IMO
A can per wheel would be overkill IMO, you will use 2 maybe 3 cans to do a set of wheels at worst so its not that bad!
The finish is more dependant on the work put in by you and just make sure that you put a decent lacquer over the top to protect it/give it a deep shine
