Standard HDi is actually 2450rpm at 70mph according to the ECU, so my maths say that makes this 2205rpm all factors being equal.
The difference is effectively all in the final drive, 19X63 ratio in the ECO and 19X70 ratio normally (but no you can't just drop the 63 tooth crown wheel in, actually you could but it doesn't mesh, you get the point.)
I reckon it makes a pretty huge difference, probably added 10% or more to my MPG over the weekend and the difference in engine noise is substantial when cruising. Also a stage 2 tuned HDi will make the standard gearbox feel very very short, In a standing quarter mile you'd be crossing the finish line in 4th which makes for alot of gear changes although 1st is so short you can be quicker launching in 2nd. This would mean less changes for anyone going quickly as you stay in the power band longer in each gear.
