Homologation papers basically tell you what you need to do to a car to make it suitable for competition, there are different homologation papers for different groups, ie Group N homologation papers or Group A etc.
It also depends on the manufacturer as to the amount of detail contained within the papers, there must be a set criteria as many are very similar, but some have extra info in such as where to seem weld.
They are useful to me because they contain info such as, what model of car to start with, i only had a quick scan through some stuff i found on the internet, but i am sure it said that the 205 T16s started off as the 1.4 205 XS....then just slightly modified
. it also contains roll cage design, although this can be out of date as the FIA regularly revises what they consider to be a safe design and the minimum requirement changes....brake pipe layout/ design, brake sizes, suspension set ups, dashboard design, the list goes on, all helpful stuff when building a rally car or even just a rally replica depending on how far you want to go with it. But, if the papers are old, you also have to double check against the FIAs blue book, which contains specific (but not model specific) details on what you must have on every aspect of a rally cars design for it to pass inspection prior to a rally. Ie the number of bends you are allowed in a roll cage design, the thickness of the tubing, the material types allowed, but not the specific design needed for any given car.
I used the homologation papers for my GT4 roll cage which helped no end, although a good friend on mine rallies Celicas and has his own rally prep company, so he sorted most of it for me, all i had to do really was cut in the joints and weld it in.
