its not fully pedestrianised.. these restrictions are effected by some of those fooking huge posts that can stop a 10tonne truck at 30mph and a mobile "restricted area" sign, which changes depending on what time of the day it is..

this was at 9:15 am. it holds a public vehicular right of way at other times
