Youre looking for portable so i assume 15" is the maximum. Budget means we are looking at essentially bottom end so youre never going to have a video beast.
Minimum spec id say is dual core (i3/5) and then at least 4gb of memory. HDD is pretty irrelevant as most things in this range will throw in the same rubbish...
Graphics will be integrated so probably looking at the itel 4000HD kind of stuff...
Super budget id go with one of the llenovos. Ive got one and they are built well... however on this one battery is fairly crap and its a basic slow laptop.

this asus seems like a pretty cool laptop as its also a touch screen, 750GB hDD is decent and 8GB of ram is good. Graphics are fairly decent. Not sure on the battery.

both of the above are dual cores with two threads per core. 1.6ghz is the base frequency yet some how this turbos up to 2.6. 1.6 dual is fairly bottom end crap but 2.6 sounds decent. not sure how that actually works.
the asus is at least interesting!
I like the look of that Asus but the flippy touchy screen bit just seems abit gimicky and something else to go wrong :/
The video editing isnt a massive must have but i am looking to get a gopro or SJcam and start pissing about making some memories
