Yes they spin all the time, but no they DONT spin under load...

You absolutely do not want much strain on the clutch when its released at all, when you release the clutch pedal you should be able to feel slight slop / play in the end of the arm,then you know you arnt raping the release bearing, end of the day, as long as there is enough tension to "release" the clutch enough to change gear etc, its fine, theres no need to tighten anymore, you are just wearing the bearing out, and reducing pre load on the clutch plate.
