Yeh at high RPM you're battling so many of mother natures natural enemies trying to hold you back, not only do you need to get fuel in quicker, you need to start injecting more fuel sooner, which means you need to maintain an even HIGHER IPP to counteract this.
In counteracting the top end stuff, it means that the VE's are horrendous bottom end/mid range. VE's really are not great for the top end stuff haha.
