Rear Brakes Rubbing?

I have a disc rear beam, changed the rear pads and discs March this year and they were absolutely fine.

In my MOT the Handbrake isn't the best (as you all know on 306's!) but the cables stretched a lot! has to be 16% effective to pass, mine got 16%.. Haha!

When I set off in the car with the handbrake off it feels like the car bogs right down at the back as if the handbrake is on and you're rocking the car on the biting point?! any ideas on why this is? possibly because the handbrake cables stretched a lot and the rear pads are stuck on?
