Utter rubbish mate. If its issued by a council or police, if you don't appeal you have to pay. Simple as. Private companies however are easier to deal with and you rarely have to pay

Not a good idea any more. They CAN legally take you to court now if you don't pay however the chances are slim but its just not worth it for a CCJ.
Easiest way is to appeal. You will win if you follow some simple instructions
