Realistically, having a car is basically a requirement nowadays, especially with the job market how it is and having to look for work further and further afield. So why should this be something else wealthy people can access much easier than those on a lower income?
Its not based on wealth. Its based on if you can meet the required abilities to drive.
Considering most spend their money weekly or monthly (e.g a set amount a month) on driving lessons, it just means that you will do that over a longer period of time.
