Why not? It virtually is already, thanks to spiraling insurance costs. You want a license and don't have the money to do it yourself, then it's a good incentive to get a job that's willing to sponsor you through the course. It also means you're a lot less likely to drive like a tool, sod having to pay out for and resit that lot if you get your license taken away.

And there we have someone who is down to earth and understands how the world goes round. Not "oh we should all be able to drive, everything should be paid for us by the government"
