It's not a right, hence needing to pass a test for it, however for some people it is a necessity... 50 years ago you would've had local shops/bakers/butchers etc all in the village you lived in, and probably worked locally as well. Nowadays there's sod all in many villages, no work except the odd pub and no shops bar a tiny corner shop, meaning people have to drive to do those things. Granted it's not so bad if you live in a town/city as you can walk or cycle (which would probably end in more cycle accidents lol) but even then depending on the work you do (with heavy tools for example), or if you've got 6 bags of shopping then walking and cycling probably aren't ideal there either.
I'm also pretty sure the gov't won't want to reduce the tax revenue they get from fuel by stopping people driving lol.
