You obviously can't take a Cat C car that has a door missing & 3 wheels in for a VIC, common sense comes into play, but the jist of a VIC check is to ascertain if the car you are presenting, matches the documents etc.
If a car is Cat C'd, it will have to have an MOT and a VIC check before being allowed back on the road.
