not sure if there is a Bitron controller on the HDI like the petrol models but I would first suspect the wiring, a relay and then the fan.

if you fool your aircon pressure sensor (also disconnect your aircon compressor connector as I assume your AC is fooked) then you should be able to turn the fans on to series low speed using the aircon button when the engine is running.

The fan loom connector can get full or water and corrode.
