It's not overfuelling. The car is being driven around town. Lots of stopping and setting off again, likely journeys of less than 5 miles so the engine is never really getting a chance to heat up and "lean out" to optimum. 28mpg is not unacceptable.
Emissions test is conducted at 2 speeds. idle and fast idle (2-3000 rpm) so you would be "off the idle track"
That is why the fast idle test exists.
