The heater matrix circuit can not be shut off unlike the radiator to regulate temperature control. Because of this, if you put it at the front of the car in the form of a.second rad, there would be no temperature regulation at all leading to over cooling.
In the car, the matrix obviously isn't subject to air blowing through it from travelling so its a fair bet to say, the cooling properties will stay the same. Hence the lack of thermostat on that circuit.
