If the lacquer is peeling, as soon as you touch it with sand paper,you will take off the loose lacquer and very quickly take the paint off. take it to a bodyshop to repair!
Your thinking of removing orange peel in the lacquer. You can flat that back and polish it up to get a mirror finish but once again, you have to be careful so you dont go through the lacquer.
