Handbrake Failing the MOT

I bought the car with the rear beam already converted, i havnt looked into the load compensator, but i dont recal seeing it but i will be able to confirm that tommorrow, but i was under the impression the handbrake doesn't require it?

As for the discs and pads i would say they aren't the healthiest as the car has sat for while but a majority of the surface rust has come off with a short drive, the brake efficiency was 56% on the pedal. You think it may need to have the discs and pads replaced.
