The immobiliser just means the injectors don't get their firing signals.

The HP pump is directly connected to the crank and so runs whenever you try start, and so fuel should run from it into the rail and then return back to the tank.

Is your tank pump dead?

If not then maybe the rail relief valve is a bit iffy?
