As for the Rev counter not working, have you checked that the sender is working properly? Or come to think about it that its even plugged in? because that is where I would start personally as its the easiest thing to check and change
As far as the clutch cable goes, it could be a stuck auto adjuster thing or dry bushes on the release fork in the gearbox, I would start with the car switched off stamping on the clutch pedal and then stepping off it so that it slams back to the top, repeat this 5-10 times and see if it makes any difference (again easiest and cheapest thing first)......hope this helps
