Then it's your max fuel, if your idle is all the way out, it's not going to go down much further. Make sure you've dropped the pin 'pushing' the throttle arm, there could be some play left there.
If not, and you're still concerned with the idle, drop the fuel, if not, enojoy a 1krpm, it's not THAT bad
