right i bought a r reg 306 1.9 td with 166k it completly standard i was wondering how to go about tuning it?
its a bit sluggish so im guna do a full service but want more power

You have a lot of searching and reading up to do on here... go through the guides that always helps.. then find out what turbo and fuel pump you have and report back
Doesnt even own a 306.

impossible to reply in one post on "tuning"... you have to read around the forum, there's LOADS of information on here.
Look in the guides section for fuel pump tuning (bosch)
read around turbo tuning and intercoolers.

If its anything like mine, itll probably have a Lucas fuel pump, which are still tuneable, but not as much as a Bosch setup, and youll probably have a KKK turbo, but if your really lucky, you may have a Garrett T2. I think. Almost made myself sound like i knew what im talking about there!

Right at the top of the page, youll find a small search bar, that may be a good place to start, then once youve done a bit of searching, come back and ask any questions you havent managed to answer yourself

If you have a KKK K14 turbo or a Garrett T2 then they are more than up to tuning unless you plan on being silly with it. It will most likely have a lucas pump fitted being a PH2 which you can still tune but nowhere near as well as the Bosch VE pump which could be found on the earlier 306 TD engines.
It is pretty easy to swap the pumps over and this also would give you the added benefit of being able to run the car on vegetable oil with no modifications at all which is not advisable on the Lucas pump

Slow compared to what?? the Bosch is still the better pump regardless of if you plan to run veg or not, but if its on offer in the supermarkets at £1/L then its worth considering doing.
There is a fair bit you can do to make it quicker though such as turning up the boost and the fuelling a bit
