I have just got an phase 3 xsi, and have a spare gti6 head that I've just rebuilt would this fit on the xsi block? With the gti manifolds would it make similar power to the gti? Just thinking could be a very cheep track car?

Yes it would fit and it could make similar power. Hook up a gti ecu and it should do!

you can fit the head and the manifolds (would then need a gti6 cat/de-cat) to make a bit more power on the xsi, not sure what power you would get from it as the compression ratio would be a little different due to the pistons being different to the gti6 (they have a pocket in the centre)...
I think they run a different crank too... Obviously it'd be best to get an unlocked gti6 ecu and fit gti6 injectors and make sure you have the relevant MAP sensor and the camshaft sensor is there and wired up.
