is it easier on car or off car?
I did it off car before and all the bits from the 9mm head fell out, God that was a pain putting back together.

Totally doable on car, shouldn't be a prob, just undo the 4 allen bolts and take the top hat off, gov mod, then pop it back on.

easier off car but not a massive amount . . . .

Just as easy to do on the car just when you pull the top hat off it locating lug disconnect the hot/cold idle spring from the leverset so it doesnt fall inside the pump

only done one in situ but really can't see how it would be any easier with the pump on the bench, if anything is easier on the car as the pumps not moving around
